Executive summary

The central problem in aircraft communication-system maintenance is not a shortage of technology. It is that airborne equipment, antennas, configuration, coverage, ground networks, routing, and provider status can produce indistinguishable crew symptoms. A useful design must preserve operational meaning while making the next decision easier to inspect.

This paper proposes a bounded approach: correlate aircraft events with ground-service evidence and configuration before assigning equipment fault. 1. Define the operational decision

3. Engineer the authority boundary
